One of Pécs’s largest development sites, which has long stood unused, may be revitalized: the future of the former Áper barracks is back on the agenda. The fate of this site, located alongside Highway 6 and with a military history spanning several decades, has long been a concern for the city, as there are few contiguous, large-scale brownfield properties in Pécs that are suitable for economic redevelopment.
Based on recent statements by the owners, the future of the 44-hectare, privately owned former barracks site is envisioned not for residential use but for economic development. This is particularly important for Pécs, as the city’s industrial and economic development opportunities have long been limited by a lack of large, well-prepared sites that are attractive to investors.
The owner has made it clear: neither a reception center nor any environmentally harmful industrial activity is part of the plans. The goal is to find a development direction that aligns with the city’s interests, does not disturb the peace of those living in the neighborhood, and can create real economic value for Pécs in the long term.
The significance of the area is further enhanced by the fact that an additional, approximately 23-hectare section of the former barracks, owned by the municipality, is located in its immediate vicinity. The combined, coordinated development of these two areas could reach a scale that would attract national or even international investor interest. Although there are no specific development plans at this time, discussions have previously taken place with the city regarding the possibility of joint development.
However, the issue of the Áper Barracks is not merely a matter of real estate development. One of the most important challenges for Pécs’s economic future is whether the city can offer new, modern, and easily accessible business areas to companies looking to set up shop or expand. The redevelopment of a brownfield site of this size could bring jobs, tax revenue, supplier relationships, and a new direction for urban development.
The Pécs municipal government has also launched a separate project under the TOP Plus program for the brownfield redevelopment of the Áper Barracks area. The project, identified by the code TOP_PLUSZ-6.2.1-23-PC1-2025-00003, with 1.6 billion forints in funding, aims to revitalize the area, prepare it to meet modern investor needs, and strengthen Pécs’s economic foundations. Planned interventions include the development of a new land-use structure, building renovation or demolition, the improvement of road and utility infrastructure, as well as environmental protection and reclamation tasks.
The repurposing of former barracks presents a significant opportunity in many cities: it simultaneously eliminates urban blight, creates new economic functions, and can give neglected areas a new look. In the case of Pécs, the development of the Áper barracks is particularly significant, as the area located at the city’s eastern gateway has long stood unused, while expanding the supply of land for economic purposes is becoming an increasingly urgent issue.
If the development of the 44 hectares of privately owned land and the municipal area can be coordinated, Pécs could gain a new brownfield economic zone that simultaneously serves the goals of urban planning, job creation, and investment promotion. The most important question in the coming period will be how the intentions of property owners, the municipality, and investors can be reconciled into a single development concept.
