
The purpose of the call for proposals
Strengthening local identity in Baranya County and improving opportunities for disadvantaged groups in collaboration with the education system: through the implementation of interactive, VR-based teaching materials, school activities, and community programs rooted in local values. The program aligns with the “active inclusion” objective of TOP Plus PO4 and addresses the service gaps identified in the VEP/SZÚT documents.
What are we doing, and where?
Target area: The entire territory of Baranya County, excluding the FVS cities (Pécs, Komló, Mohács).
Scale: school and community presence at the county level; a central VR lab in Pécs, with satellite locations.
Target audience
Primarily school-age children and those involved in education, with a special focus on disadvantaged groups (e.g., women, the elderly, Roma, people with disabilities, and those living in extreme poverty).
Main Activities
- Identifying and organizing local cultural assets, followed by the creation of educational materials for interactive displays and VR devices.
- School-based local identity classes (300 hours in total) and VR experience sessions (open houses, demonstrations, community events).
- Establishment and operation of the “Treasures of Baranya” VR lab (capacity for approximately 30 people), including on-site visits and outreach events.
- Accredited professional development for educators; fostering a professional community and sharing best practices.
- Community and communication activities: Kincses Baranya Value Festival (5 events), conferences, workshops, support for reaching target audiences, and social media campaigns.

- Baranya County Development Agency Ltd. – professional coordination, provision of personnel resources, and implementation.
Expectations and Adaptation
The program promotes social inclusion and educational opportunities by improving access to services and utilizing experiential learning tools.
Expected outcome: the commitments under the TPR05 indicator exceed 2,500 people (MET); cost-effectiveness and adherence to the budget are verified in the supporting documentation.
Sources and Financial Framework
Total eligible costs: 642,692,212 HUF; grant intensity: 100%. The costs relate to professional activities, the establishment of the VR lab, and human resources.
